Governor signs Kaduna's N165.76 2010 appropriation bill into law
GOVERNOR Mohammed Namadi Sambo of Kaduna State has signed into law the 2010 appropriation bill after the passage of the state House of Assembly, with a pledge by the government to implement the N165.7 billion budget diligently and judiciously in accordance with the laws of the state.

According to Sambo the 2010 budget would be made successful because government would put in place a budget monitoring and evaluation team in addition to the Due Process office already in existence to ensure strict adherence to its implementation.

Said he, "I would like to assure that we would continue to put all efforts to ensure that we implement the budget in accordance with the law you have appropriated to ensure the achievement of the 11-point agenda to empower the people and alleviate poverty in Kaduna State."

Sambo explained that as a prelude to that he has directed the members of the executive council, ministries, departments and agents to ensure "diligent and timely execution" of the budget.

Besides, earlier in his address, the speaker of the state House of Assembly, Hassan Juma'are said the members had to scrutinise and reduce the budget from what the governor initially submitted so that they can do justice to it.

Juma'are argued that the state legislature would do all it could through oversight function and other legislative duties to monitor the implementation of the budget in accordance with the laws for the benefit of the people of the state.

The 2010 budget as passed by state legislature stands at N165,715.540 billion with N45.78 billion as recurrent and 109.93 as capital expenditure as against the N196, 736,405,247 billion and N42.7 billion as recurrent and 153 as capital expenditure submitted by Governor Namadi Sambo to the house on Tuesday December 29, 2009.

Explaining the reason for the slash in the appropriation, the Commissioner for Economic Planning, Mr. John Bezard said the house decided to do that because it felt the projected revenue might not be realisable.

According to him, the executive would not rest on its oars, until the revenue is realised, saying that a supplementary appropriation bill would be sent to the legislature for passage.
